Special Educational Needs and Disability (SEND) Strategy 2012 – 2016
"South Gloucestershire has always placed a high priority on developing inclusive practices where we recognise and value every child’s strengths, abilities and needs. This plan describes our four year strategy to raise aspirations and improve outcomes for children and young people aged 0-25 years with Special Educational Needs and/or Disability (SEND). In line with the needs of these children the council plan to develop a 0-25 year old service for SEND children and young people. This work will commence in April 2013...."

Nomination of Voluntary Sector Representatives to the South Gloucestershire Common Assessment Framework (CAF) Partnership Steering Group
Nominations are sought for voluntary sector representatives (reps) on the South Gloucestershire Common Assessment Framework Partnership Steering Group. There are 2 places.
Purpose of the CAF partnership steering group
To achieve outstanding outcomes for children and young people. This will be achieved through early identification and intervention by all professionals working with children, young people and their families, and by ensuring that all partner agencies are committed to and using the Common Assessment Framework.
Principles
- All work around CAF improvement planning and implementation must be child centred, focused on improving outcomes for children, holistic in approach, ensuring equity of opportunity, and informed by evidence.
- The membership represents the breadth of agencies involved in delivering CAF.
- The steering group is committed to ways of working which are inclusive, open, accountable and informed.
- The steering group will promote the active involvement of children, young people and their parents or carers in its work.
- The steering group aims to ensure that children and young people are seen in the context of their family, local community and multi-agency service delivery.
- All agencies are accountable for making the Group work, for their contribution to the group and agreed follow up actions. It is expected that all members will have delegated responsibility and be of sufficient seniority to speak on behalf of their agencies.
The Nomination Process
. The term of office is for no longer than three years. A rep agreement, a rep skill set, a code of conduct and a Terms of Reference is enclosed as a guide for prospective reps along with the nomination form. Please read them.

CAF and the VCS reports
In spring 2011, The Care Forum commissioned some research about the Voluntary and Community sector’s understanding of and attitude to the Common Assessment Framework.
This research was carried out in spring/summer 2011. The first report was researched and written by Mark Seed and covered the former Severnvale and Kingswood Localities. The second (smaller scale) focus group and report covered the former Yate Locality and was researched and written by Paul Davenport of CVS South Glos. . Mark Seed also used the focus groups he ran to talk about a VCS Safeguarding Toolkit which is currently being developed.
The research was funded by the Children’s Workforce Development Council (CWDC).

Bristol and South Glos VCS CYP Participation Payments Protocol for Reps 2009/10
The time has come round again for VCS representatives to be rewarded for your time and energy on the groups where they represent the voluntary sector. The Care Forum hopes that this stage of the pilot will encourage more organisations to nominate staff to stand as representatives in the elections that it holds.
We have amended the backfill protocol - it is now called the Children and Young People VCS Participation Payments Protocol, and the hourly rate has increased to £50.00 per hour. Other changes are explained in the letter [
click here] and the protocol [
click here]. Attached also are the amended attendance and claim forms[
here]
This year we are restricting the pilot to those of who are elected or invited representatives of the children and young people VCS, and changing the threshold for organisations that can apply to those with a surplus in their organisation's 2008/9 accounts of less than £500,000. There are some other eligibility criteria which are all explained in the protocol.
Reps will be able to make their claims for the period from April to September at the end of September 2009 and the those for the period from October to March at the end of March 2010.
