CAF and the VCS reports
In spring 2011, The Care Forum commissioned some research about the Voluntary and Community sector’s understanding of and attitude to the Common Assessment Framework.
This research was carried out in spring/summer 2011. The first report was researched and written by Mark Seed and covered the former Severnvale and Kingswood Localities. The second (smaller scale) focus group and report covered the former Yate Locality and was researched and written by Paul Davenport of CVS South Glos. . Mark Seed also used the focus groups he ran to talk about a VCS Safeguarding Toolkit which is currently being developed.
The research was funded by the Children’s Workforce Development Council (CWDC).

Nomination of a CYP Voluntary Sector Representative to the South Glos Domestic Abuse Partnership (SGDAP)
Nominations are sought for a voluntary sector representative (rep) on the South Gloucestershire Domestic Abuse Partnership. There is one place.
The South Gloucestershire Domestic Abuse Partnership has a lead role in developing and implementing a multi-agency strategy and delivery plan for tackling domestic abuse in South Gloucestershire. The SGDAP will ensure strategic representation from key agencies across sectors and also ensure that all key themes linked to domestic abuse are represented.
Please note that The Care Forum can pay participation payments to the voluntary sector representative’s organisation of £50 per hour for attending the SGDAP.
The Nomination Process
- The term of office is for no longer than three years. A rep code of conduct agreement, a rep skill set and a Terms of Reference of the SGDAP is enclosed as a guide for prospective reps along with a nomination form. Please read these and the SG DAP cover letter
- Any voluntary or community group that is a member of The Care Forum may nominate a candidate, using the nomination form. The candidate must be part of that nominating organisation in a paid or unpaid capacity. The form requires the signatures of the nominee and a member of their management committee.
- For the purposes of the election, a voluntary organisation is defined as any organisation or community group whose management committee is made up of more than 75% of volunteers/people who use its services.
- The nomination form includes a short personal profile of the nominee (75 words). If more than one nomination form is received by The Care Forum, this information will be sent out with voting forms, to describe the nominee.
- The election of reps will be by postal vote. Each organisation will have one vote.
- It is the individual, not the organisation that is being elected. If a rep resigns before their period of office ends, the individual with the next highest number of votes will take their place.
For inclusion in the election process, all nomination forms must be returned to Lucy Rowe at The Care Forum by Tuesday 7 June 2011 at 5pm. You can email it to Lucy, lucyrowe@thecareforum.org.uk or you can post it to Lucy Rowe, The Care Forum, The Vassall Centre, Gill Avenue, Bristol BS16 2QQ.

Bristol and South Glos VCS CYP Participation Payments Protocol for Reps 2009/10
The time has come round again for VCS representatives to be rewarded for your time and energy on the groups where they represent the voluntary sector. The Care Forum hopes that this stage of the pilot will encourage more organisations to nominate staff to stand as representatives in the elections that it holds.
We have amended the backfill protocol - it is now called the Children and Young People VCS Participation Payments Protocol, and the hourly rate has increased to £50.00 per hour. This year we are restricting the pilot to those of who are elected or invited representatives of the children and young people VCS, and changing the threshold for organisations that can apply to those with a surplus in their organisation's 2008/9 accounts of less than £500,000. There are some other eligibility criteria which are all explained in the protocol.
Reps will be able to make their claims for the period from April to September at the end of September 2009 and the those for the period from October to March at the end of March 2010.
